UAE E-Invoicing 2027: What Distributors and Van Sales Teams Must Do Now

UAE e-invoicing for distributors starts with one question: how big is your business? If annual revenue is AED 50 million or more, you must appoint an Accredited Service Provider by 30 October 2026 and go live on 1 January 2027. Smaller distributors must appoint one by 31 March 2027 and go live on 1 July 2027.
The deadline is the easy part. The hard part is invoices printed in a van, returns collected at the shop door and customer tax details typed in years ago. If your field team runs on van sales software built for UAE routes, this is the moment to check that every invoice it produces can become structured data.
Key takeaways
- Large distributors (AED 50M+ revenue) appoint an ASP by 30 October 2026 and go live on 1 January 2027.
- Your smaller retail customers may not be live until July 2027, so for months you may need to send both an e-invoice and a regular tax invoice.
- Van returns, short deliveries and price corrections all become electronic credit notes.
- Clean customer data (legal name, TRN, address) is the cheapest fix and the one most often left too late.

Does UAE e-invoicing for distributors apply to your business?
Almost certainly, yes. The Ministry of Finance has said the system applies to all persons doing business in the UAE for business-to-business and business-to-government transactions, apart from specific exclusions.
Supermarkets, groceries, pharmacies and hotels are business buyers, so nearly every invoice your team writes is in scope.
E-invoicing here means structured data, not a PDF. The Ministry of Finance eInvoicing page states plainly that PDFs, Word files, images, scans and emails are not e-invoices. Invoices travel between the supplier’s ASP and the buyer’s ASP, and tax data is reported to the Federal Tax Authority in parallel.
One point surprises people. The same ASP handles what you send and what you receive, so purchase invoices from manufacturers and importers arrive electronically too. Your buying team is part of this project.
The dates that matter for distributors
Your go-live date depends on revenue, and the large-business date has not moved. In May 2026 the Ministry extended the ASP appointment deadline from 31 July to 30 October 2026, while keeping 1 January 2027 as the go-live date for businesses with revenue of AED 50 million or more.
Businesses below that threshold appoint an ASP by 31 March 2027 and go live on 1 July 2027. Government entities in scope go live on 1 October 2027. A pilot with selected taxpayers began on 1 July 2026, and voluntary adoption is allowed before your mandatory date.
The penalties make the dates real. Cabinet Decision No. 106 of 2025 sets a fine of AED 5,000 per month for failing to implement the system, plus AED 100 for each e-invoice or credit note not issued on time, capped at AED 5,000 a month.
Quick check: Pull ten random customer accounts from your van sales system right now. Does each one have the correct legal name, a valid TRN where the customer is registered, and a full address? If even two are wrong, your data cleanup should start this week, well before your ASP asks for it.The gap period: selling to shops that are not live yet
This is the problem most guides skip. A large distributor goes live on 1 January 2027, but many of its customers, such as small groceries and cafeterias, have until 1 July 2027. For about six months, you will be sending e-invoices to buyers who cannot receive them yet.
The official UAE Electronic Invoicing Guidelines (v1.1) deal with this directly. Where the buyer has not yet implemented e-invoicing and has no participant identifier, the supplier must put a predefined placeholder endpoint on the e-invoice. A regular tax invoice, for example a PDF or printed copy, is still required in addition.
In practice, the driver still prints a tax invoice for the shop, while the same sale goes out as a structured e-invoice through your ASP.
So your system has to know, customer by customer, who is live and who is not. The guidelines also say a customer’s onboarding status or tax registration status does not change your obligations for the transaction. A small customer is never a reason to skip the e-invoice.
What changes on the van route
Three things change on the road: returns, connectivity and pricing. Each needs a decision before go-live.
Returns and short deliveries become credit notes
Expired stock, damaged cartons and rejected items are part of every route. Under e-invoicing, a reduction in the value of a sale is documented with an electronic credit note, and a credit note can cover only part of the original invoice. Drivers need a simple way to raise a return against the right invoice, at the shop.
Offline vans still need a clean upload
Offline billing helps in weak-signal areas, but every offline invoice must sync and reach your ASP without duplicates or numbering gaps. Agree a daily sync routine with your team and your ASP.
Prices and discounts must be exact
Structured invoices are validated line by line, and manual price overrides or improvised discounts can fail checks. Set customer price lists and promotions centrally.

Work in three blocks: decide, clean, then test. Adjust the timing below to your own go-live date.
Distributor e-invoicing readiness checklist
| Weeks | Task | Owner |
|---|---|---|
| 1 to 2 | Confirm last year’s revenue against the AED 50M threshold and note your ASP and go-live dates | Finance |
| 1 to 4 | Shortlist and appoint an ASP from the Ministry’s accredited list | Finance and IT |
| 2 to 6 | Clean customer master data: legal name, TRN, address, payment terms | Sales admin |
| 3 to 6 | Map each customer’s likely go-live date so you know who needs a regular invoice as well | Sales admin |
| 4 to 8 | Agree return reasons and credit note rules for drivers | Operations |
| 6 to 10 | Test end to end: van invoice, sync, ASP submission, rejection handling | IT and one pilot route |
| 10 to 12 | Train drivers and supervisors; go live on one route before all routes | Operations |
If you also run a warehouse, purchasing and accounts in one place, a distribution management system keeps customer, stock and invoice data in a single record, which makes the cleanup a one-time job rather than three.
What to ask of your invoicing software
Ask specific questions and expect specific answers. A vague promise of being “compliant” is not enough this close to the deadline.
- Can it produce invoices and credit notes with every mandatory field the Ministry lists?
- How does it connect to your chosen ASP, and who handles rejected invoices?
- Can it flag which customers are live and still print a regular tax invoice for the rest?
- How do offline van invoices sync, and how are numbering gaps prevented?
- Can you test on a single route before switching everyone over?
MultiTech already issues FTA-compliant invoices from the van and works offline, syncing when the connection returns. It also offers paperless invoicing for digital copies. For your specific ASP setup, ask for a demo to see how MultiTech handles it with your own data.
Frequently asked questions
When must a UAE distributor start e-invoicing?
If annual revenue is AED 50 million or more, appoint an Accredited Service Provider by 30 October 2026 and go live on 1 January 2027. If revenue is below AED 50 million, appoint one by 31 March 2027 and go live on 1 July 2027.
Do sales to small groceries need an e-invoice?
Yes. Sales to other businesses are in scope, and the official guidelines say a customer’s onboarding or tax registration status does not change your obligations. If the shop is not live yet, you also give it a regular tax invoice.
Is a printed van invoice still allowed after go-live?
You can still hand the customer a printed tax invoice, and a shop that is not live yet needs one. But the printed copy is not the e-invoice. The structured version must also go through your ASP.
How are van returns handled under e-invoicing?
A reduction in the value of a sale, such as a return or short delivery, is documented with an electronic credit note. A credit note can cover only part of the original invoice, so drivers should link each return to the right invoice.
What are the fines for missing the deadline?
Cabinet Decision No. 106 of 2025 sets AED 5,000 per month for failing to implement the system. There is also AED 100 for each e-invoice or credit note not issued on time, capped at AED 5,000 a month.
